Randburg Urban Development Framework
COJ Development Planning Department to review 2010 Randburg Urban Development Framework and develop new vision and Plan.
Randburg CBD is a node which is of significant priority to and opportunity for the City of Johannesburg. As such the Development Planning Department in partnership with the Johannesburg Development Agency have appointed Iyer CC. to develop the Randburg Urban Development Framework (UDF).
Background/History of UDF
The City developed a Randburg Urban Development Framework in 2010 with the aim of developing a comprehensive policy for the development of the Randburg Node.
However as the plan is now a decade old, there have been changes in the overall spatial policy for the City of Johannesburg, primarily through the Spatial Development Framework 2040 (2016) and it’s Annexures The Inclusionary Housing Policy (2019) and Nodal Review Policy (2020). These spatial policies provide the framework in which to detail the future development of the Randburg node. Furthermore new public and private development initiatives have taken place and in the node since 2010, which has changed the nature of the area.
What is understood as Randburg?
The focus of this Urban Development Framework is on the Randburg Central Business District, adjacent social, educational, commercial, residential and retail amenities.

However the review and development will focus more extensively on the Core Central Business District.
What is an Urban Development Framework?
Urban Development Frameworks are intended to outline development principles and guidelines for functionality of demarcated areas of a scale larger than neighbourhoods but smaller than regions. The development principles and guidelines are of a strategic nature, which tie in with the CoJ’s vision, objectives and strategic thinking. A UDF is typically viewed as a medium to long-term plan. The plan will also indicate key projects and programmes to be implemented towards the realisation of that vision.
How can you be a part of the Review and Development of the Randburg Urban Development Framework?
The Urban Development Framework for Randburg should be shaped with input from residents, users, commuters, businesses, property owners and interested parties. As such please have a look out in your local newspaper, WhatsApp group or social media media page for the following video link, sharing the Status Quo Analysis, which we invite comments to the two addresses below by Monday 20 April 2020 COB.
